Why no Bunkers at the PGA Championship? Mizuno MP-64

As many of you has seen the coverage of the PGA Championship, the Ocean Course at Kiawah Island was played under "Through the green" rule.

The rules committee did no designate any part of the course as "Bunkers".

The rule says Bunkers are man-made hazard.  Even though the course was designed to have challenges of sandy like areas, the most of the sand was part of the natural landscape of the area.  Thus it made it difficult to distinguish where "Bunker" begins and "Bunker" ends.

Thus the rules committee designated to play "Through the Green".
